The CBSA issued two significant Special Import Measures Act decisions on August 24, 2026, one at each end of the process: preliminary determinations that put provisional duties on decorative plywood from China, and final determinations that fix the dumping and subsidy margins on forged grinding media from China ahead of the Tribunal’s injury finding. A third notice resets the values for two upholstered seating exporters.
Decorative and other non-structural plywood from China: provisional duties from August 24
The CBSA made preliminary determinations of dumping and subsidizing in DONP2 2026 IN, and provisional duties apply to subject goods released on or after August 24, 2026. The goods are usually classified under heading 44.12 (tariff numbers 4412.10.00.00 through 4412.99.00.00), which also covers non-subject goods. The estimated provisional rates are:
| Exporter | Dumping | Subsidy | Total provisional duty |
|---|---|---|---|
| Dehua TB New Decoration Material Co., Ltd. | 40.0% | 3.3% | 43.3% |
| Feixian Jianhao Wood Factory | 172.1% | 0.0% | 172.1% |
| Linyi Evergreen Wood Co., Ltd. | 6.1% | 0.6%* | 6.1% |
| Linyi Jiahe Wood Industry Co., Ltd. | 8.4% | 0.5%* | 8.4% |
| LinYi QianFeng Wood Factory | 27.4% | 55.4% | 82.8% |
| Pingyi Fuwanjia Wooden Products Factory | 13.9% | 0.0% | 13.9% |
| Pizhou Jiangshan Wood Co., Ltd. | 0.0%* | 0.2%* | 0.0% |
| Shandong Baozhu International Trading Co., Ltd | 172.1% | 1.5% | 173.6% |
| Shandong Hengjia New Material Co., Ltd. | 6.1% | 0.9%* | 6.1% |
| Suzhou Dongsheng Wood Co., Ltd. | 24.7% | 0.0% | 24.7% |
| Xuzhou Meibang Wood Co., Ltd. | 12.6% | 0.1%* | 12.6% |
| All other exporters | 172.1% | 55.4% | 227.5% |
Rates are expressed as a percentage of export price. An asterisk marks an amount the CBSA estimated as insignificant (subsidy below 1%, or dumping below 2% in the case of Pizhou Jiangshan); the investigation continues for those exporters, but no provisional duty of that kind is collected from them during the provisional period, which is why the total for eight of the eleven named exporters is the dumping margin alone.
This is the second investigation into this product. The 2020 case ended in February 2021 with a Tribunal finding of no injury, so no measure came into force and the provisional duties collected then were refunded. The new case, initiated April 10, 2026 on a complaint by Columbia Forest Products and the Canadian Hardwood Plywood and Veneer Association, has now reached the provisional-duty stage; the Tribunal opened its final injury inquiry (NQ-2026-004) on August 26, with a decision due by December 22, 2026.
Practical impact: the spread runs from 0% to 227.5%, so the exporter’s identity is the whole game. Importers of Chinese decorative plywood should confirm the exporter of record on each shipment against the eleven named companies, budget the applicable provisional duty as cash out for at least four months, and read the product definition carefully, since structural plywood and other 44.12 goods are not subject.

Forged grinding media from China: final margins set
In FGM 2026 IN, the CBSA made a final determination of dumping and a final determination of subsidizing on forged grinding media from China (tariff number 7326.11.00.00). The final dumping margins are 44.7% for Changshu Feifan Metalwork, 46.7% for Changshu Longte Grinding Ball, 36.4% for Jiangyin Xingcheng Magotteaux Steel Balls, 53.3% for Oriental Casting and Forging, 64.9% for Tangshan ZWell Equipment Manufacturing, and 94.7% for all other exporters. Subsidy amounts range from 1.5% to 2.4% for the cooperating exporters that received them, with 12.9% for all others; the subsidy investigations for Jiangyin Xingcheng Magotteaux and Tangshan ZWell were terminated because the amounts were insignificant. The Tribunal’s injury decision is due by September 22, 2026, and provisional duties continue until then.

Upholstered domestic seating: new values for Zhejiang Trayton and HTL Vietnam
On August 21, 2026, the CBSA concluded a second administrative review (UDS 2026 UP1) under the 2021 finding on upholstered domestic seating from China and Vietnam. Zhejiang Trayton Co., Ltd. (China) and HTL Furniture Vietnam Company Limited received new normal values and export prices on a constructed-value basis, and HTL Vietnam also received a countervailing duty of VND 47,381.20 per piece in respect of an import-tax exemption program. Zhejiang Trayton’s subsidy amount had already been fixed at 1,390.65 CNY per unit by ministerial specification in an earlier review concluded June 8, after the Government of China missed the response deadline.
