Customs Notice 26-24: temporary PIP exemption for courier air carriers
Effective September 14, 2026, the CBSA has exempted third-party air carriers moving goods for Courier Low Value Shipment (CLVS) program participants from the requirement to hold Partners in Protection (PIP) certification, citing air-capacity constraints. CLVS participants themselves must keep an active PIP air certification, and the carriers must remain bonded and report goods to a sufferance warehouse.
Customs Notice 26-22 updated: UK tariff treatment files published
On September 16, the CBSA updated Customs Notice 26-22 to announce that the T2026-2 Customs Tariff, with the rates for the Comprehensive and Progressive United Kingdom Tariff (tariff treatment code 35) in force since the United Kingdom joined the CPTPP on September 1, is now available in HTML and Access formats, with PDF to follow.
New: Guide to Importing Commercial Goods into Canada
The CBSA has launched an updated online guide that takes importers through nine steps, from admissibility and classification, valuation and duties to CARM registration, Release Prior to Payment enrolment, reporting and accounting, post-accounting obligations and compliance, with an importer checklist. It is a useful reference for new importers and for training staff.

Permits: aluminum reporting from October 1, and steel permit applications
Global Affairs Canada’s Notice to Importers Serial No. 1170 confirms that, from October 1, 2026, importers of aluminum products under General Import Permit No. 83 must report, and keep for six years, the country of largest and second-largest smelt and the country of most recent cast. Shipments with a total value for duty of $5,000 or less are exempt. Separately, Global Affairs Canada says the high volume of steel permit applications since the application period opened on September 15 caused technical issues, including duplicate permits, and that applicants’ first-come, first-served position has been preserved.

CFIA: romaine lettuce and pet food
- Romaine lettuce from the U.S.: from September 24 to December 17, 2026, temporary Safe Food for Canadians licence conditions apply to romaine and salad mixes containing it. Importers need proof that the product did not come from the Salinas Valley counties of Santa Cruz, Santa Clara, San Benito and Monterey or, for product from those counties, participation in the LGMA Romaine Test and Learn program or a certificate of analysis showing no detectable E. coli O157:H7.

Little Gold Creek port of entry closed for the season
The Little Gold Creek port of entry on the Top of the World Highway in Yukon closed for the season at 7 p.m. on September 15 and reopens on May 21, 2027. Beaver Creek remains open through the winter.
